International Women's Day

ITANAGAR, Mar 7: International Women's Day will be observed on March 8 all over the world. The theme of this year’s celebration is Make It Happen encouraging effective action for advancing and recognising women.

The celebration will highlight the Beijing Declaration and Platform for Action, a historic roadmap signed by 189 governments 20 years ago that sets the agenda for realizing women’s rights. The Beijing Platform for Action focuses on 12 critical areas of concern, and envisions a world where each woman and girl can exercise her choices, such as participating in politics, getting an education, having an income, and living in societies free from violence and discrimination.

Meanwhile, Arunachal Pradesh Women’s Welfare Society is organizing a one day advocacy on legal rights of women to mark the Day on March 8 at Hotel Tosum, Naharlagun from 9.30 AM onwards. The programme is supported by the Department of Women and Child Development and in collaboration with AP State Legal Services Authority.

ABK meet Bijari villagers

ITANAGAR, Mar 7: ABK Women Wing Anti Drugs Committee met Gaon Buras, ABK WW and the village people of Bizari recently.

The Bijari village of East Siang district is one of the biggest cultivators and suppliers of cannabis; they supply their produce to entire East Siang district and Leku, Jelum and Kemi of Assam.

During the meeting, the ABK Anti Drugs Committee members Omem Ering, Momang Jamoh, Ponung Dai, Joya Tasung Moyong and Omem Gao spoke on the ways and means to tackle the menace of drugs, alcohol and cannabis in the area. They advised the villagers to completely stop the cultivation and sell of cannabis.

The Gaon Buras Tokbom Perme and Enung Modi, ABK WW president Apiyop Modi, ASM Gogon Dai and women activists who attended the meeting assured to fight the drug menace.

Four houses gutted in Lazu

ITANAGAR, Mar 7: Four houses were gutted in a fire accident at Lazu village on 7th March at around 4.30 am. District Administration led by EAC Millo Kojin, 1st Assam Rifles Jawans and Police personnel led by OC Lazu Duto Bagra rushed to the spot on hearing about the fire accident.

While distributing immediate relief to the fire victims, Millo Kojin suggested the Chief and GBs of Lazu village to construct dwelling houses keeping space in order to avoid frequent fire accidents.

Talar crashes out of GJIB

ITANAGAR, Mar 7: Laa Talar crashed out from Germany Junior International Badminton championship 2015 after being beaten by Angus Pedersen of England by 26-24, 15-21, 21-19. Talar had entered the 3rd round by getting a bye in the first round and defeating Jonas Gruen of Germany in the second round.

GWS for relief to fire victims

ITANAGAR, Mar 7: The Galo Welfare Society (GWS) has appealed to the Chief Minister to sanction relief from the relief and emergency fund for the Tadin fire victims of Mar 3. Taking stock of the fire incident, the GWS has also requested all the community legislators to contribute for the fire victims. Further, the GWS has appreciated the DC Aalo for immediate relief assistance to the fire victims.

Tourists provided PAP

ITANAGAR, Mar 7: Two foreign tourists, one from Belgium and other one from Brazil arrived at Naharlagun Railway Station without Protected Area Permit (PAP) on 6th March. The District Tourist Officer said that the tourists were found to be ignorant about obtaining the requisite permits. Accordingly, the tourists were handed over to a registered tour agency for PAP, informed DTO, TK Kopak.

The DTO further added that the timely help to the tourists were possible due to the opening of Tourists - ILP Facilitation Centre at Naharlagun Railway Station.

Union demands action

ITANAGAR, Mar 7: Toru Circle Students Union today demanded exemplary punishment of culprit responsible for the death of a girl at B Sector, Naharlagun in a rented house. A case was registered with Naharlagun Police Station under 302 section of IPC, and accused was reportedly arrested. However, Police said that investigation is on and they are waiting for post mortem report.

Bui bags 2nd Prize at National Seminar

ITANAGAR, Mar 7: Malar Bui won the second best oral presentation at National Seminar on” Sustainable Horticulture vis - a - vis Changing Environment ” on theme Crop Care and Plant Protection, recently conducted at School of Agriculture Sciences and Rural Development, Medziphema, Nagaland .

Governor of Nagaland P.B. Acharya gave away the prize to Bui. Malar Bui is Horticulture Development Officer, Govt. of Arunachal Pradesh and is presently pursuing PhD programme at SASRD.

The National Seminar saw participation of Agriculture and Horticulture scientists from 22 different states of India, in which they recommended for sustainable horticulture by increasing the productivity of cultivable land.

The National Seminar was organised by the Horticulture Society of North East India, Nagaland University, Department of Horticulture, Land Resource Development, Govt. of Nagaland and Central Institute of Horticulture, Govt. of India.

DAO clarifies

ITANAGAR, Mar 7: While responding to the news item published in this daily (Page-3) on March 4 issue alleging that the Government guidelines has been violated in the selection process of Firms for supply of Agricultural inputs at Changlang, the district agriculture officer (DAO), A.D.Panggam today clarified that the guidelines were not violated and the question of pick and choose basis does not arise.

“ The Government guidelines has been issued from the Agriculture department vide notification No AGRI/DEV-12/2013-14 of 25th November - 2013 decentralizing the purchasing policy of agricultural inputs. In pursuance of this Govt order the DAO floated the advertisement inviting intended Firms to deposit their documents to DAO, Changlang office latest by 25th January 2015 through DIPRO Changlang (DIPR) as per Government guidelines. Subsequently the advertisement was published in a local daily on 8th January, 2015. The scrutiny of the documents of intended Firms were done by the Board members on 28-01.2015 and finally 6 Firms who had submitted the complete set of the documents qualified for supply of Agricultural inputs at Changlang district for the year 2014-15. The list of Firms selected by the Board members in the district was final and no modification whatsoever has taken place in finalization of the Firms,” the DAO further said.

Businessman dies

ITANAGAR, Mar 7: Education, Libraries and Textile Handloom and Handicraft Minister Tapang Taloh has deeply condoled the untimely demise of Dubin Jerang, a renowned businessman and social worker of Pangin and Boleng area, who died on Thursday at Pangin after prolonged illness. In a condolence message to the bereaved family, Taloh termed the death of Late Jerang as a great loss to the family and entire business community. He also said that void created by late Jerang would be difficult to fill in.

Director emphasises on quality education

ITANAGAR, Mar 7: Speaking at an event at Bunny's Fantasy World School, Itanagar yesterday Elementary Education, Director Bodong Yirang emphasised on the quality teaching practices and techniques to teach the young students. ITANAGAR, Mar 7: JD Coaching institute cum consultancy centre was inaugurated by Director, Higher and Technical Education Dr. Tejum Padu today.

Speaking on the occasion, Padu highlighted the problems faced by the students of Arunachal Pradesh and encourage the students to devote in their study and improve communication skills.

He further spoke on the important role such institutions play to enhance the quality of education. He appreciated the Zion Foundation Welfare Society for taking up such an innovative step.

State govt recognizes the services of former leaders

ITANAGAR, Mar 7: The State Government has resolved to commemorate the contributions of few more eminent personalities posthumously who served the people in various capacities as Speaker and Ministers in their public life.

State Chief Minister Nabam Tuki said in a statement that this would be in recognition of the services rendered by the departed leaders who represented their respective communities and region in the Government and contributed in the development of the state and welfare of the people.

It may be recalled that the state government had on February 24 announced to immortalize the contributions of late leaders by naming them on important infrastructures, institutions and landmarks.

In addition, as per the decision the upcoming Subansiri Multi-Purpose Outdoor Stadium at Ziro will be named after Former Speaker Late Padi Yubbe, while the District Hospital Koloriang will be named after Late Chera Talo, Former Minister.

Former Minister Late Kabang Borang will have his name immortalized with the Outdoor Stadium at Pasighat while another former Minister Late C P Namchoom, will have his name enshrined forever with the Polytechnic at Namsai.

The Outdoor Stadium at Namsai will be named after Former Minister Late Indrajit Namchoom and Abotoni Community Hall at Hapoli (Ziro) will be named after former Minister of State Late Gyati Taka.

“These important public assets named after our past leaders will be sources of inspiration for all coming generations and remind us of their invaluable contributions to the state and the nation,” Tuki added.

‘Phukbkhand’ draws many pilgrims

MECHUKHA, Mar 7: A huge number of believers of Buddhism took part in the ‘Phukbkhand’ pilgrimage at Dorjeelling village under Mechukha circle on Thursday.

Coinciding with the Hindu Festival Holi, the Phukbkhand pilgrimage is attached with lots of traditional and religious values. Phukbkhand is an underground cave with the images of Lord Buddha and other deities imprinted on the walls of cave. It is believed that once a great Lama meditated inside the cave for three years without food and water.

The pilgrimage was organized by the believers of Lord Buddha under the banner of Tourism Development Society (TDS) as part of annual pilgrimage to seek blessings from the Almighty to strengthen their inner-self and aura. The believers, particularly Memba community have been visiting this sacred place since ages to offer prayers and get blessings.

The TDS volunteers also conducted cleanliness drive at the pilgrim spot.

Career Counseling cell at Seppa Govt College introduced

SEPPA, Mar 7: A Career Counselling & Guidance Cell has been introduced in Govt. College, Seppa in a simple function held on March 5 last. The motto of the Cell is to guide the students and young generation of East Kameng district to choose the right career in life.

In his key note address at the inaugural function, College principal Robin Hissang highlighted the need of such Cell in the district. He exhorted the faculty members to become role models for the students.

Subhashis Banerjee, Asstt Prof of English, Govt. College Seppa, who is also the coordinator of the cell delivered his lecture on the different dimensions of education including the scope of vocational education. L P Tama, Asstt Prof. of English pointed out the importance of English in the job market while Tage Pugang, the coordinator of the Distance Education Cell (GCS) made the pupils aware of the scope of distance education with special reference to the Institute of Distance Education, Rajiv Gandhi University, Rono Hills.

Water Management for sustainable development

ITANAGAR, Mar 7: A one-day workshop on the theme ‘Water Management For Sustainable Development’ was organised by the Water Resources Division, Itanagar in presence of Papum Pare Deputy Commissioner and District level members of HamarJal Hamara Jeevan, Papumpare district at the Conference Hall of VKV, Chimpu on March 7.

The workshop which was sponsored by the Union Ministry of Water Resources, River Development and Ganga Rejuvenation under the programme “Hamara Jal Hamara Jeevan” was participated by the staff and students of VKV School, Chimpu, all HoDs of Papumpare district and PRIs besides the resource persons from Central Water Commission, tubewell & ground water division, water resources department, public health engineering and water supply department.

Unying Aran festival celebrated at Naharlagun

ITANAGAR, Mar 7: Religious war is a major threat to our tradition and culture but whatever religion we adopt and practice, we should not forget our tradition and culture. If we forget our culture and tradition in the name of religion, we will lose our identity, said Joint Commissioner Tax and Excise Tani Jongkey while attending the Unying Aran festival of Adi community at Naharlagun today.

Regarding education, Jongkey said that the deteriorating education system and lack of quality education in our area is due to non maintenance of school infrastructure and shortage of teaching staff. We should not leave this burden in the hands of government alone, it is our duty as a member of the society to guide the students and show them the right path, he said.

Naharlagun Unying Aran Festival Committee, President Dr. Kaling Darang suggested that Unying, Aran, Podí Barbi, Dongging festivals should be celebrated on the same dates.

Horticulture Department Director Jombo Ratan said Unying/Aran being a major festival of the Adi community should be celebrated in a grand manner. He further called for involvement of younger generation in festivals to learn more about tradition and culture.

ABK Vice President Getom Borang informed that ABK is doing home work to find out a suitable solution to bring together Unying, Aran, Podí Barbi and Dongging festivals in one umbrella.

The day-long celebration witnesses various cultural presentations by cultural troupes including presentation of Bari by Tapír Tali and party.

Discussion on the Union Budget at RGU

ITANAGAR, Mar 7: The Department of Economics, Rajiv Gandhi University organised a one day discussion on the Union Budget 2015-16 on 5th March at Rajiv Gandhi University.

It was attended by the Vice Chancellor of RGU Prof. Tamo Mibang, Deans, Heads, faculty members, research scholars and students from various departments of the University.

The Head of the department of Economics Dr. Vandana Upadhyay pointed out that the Union budget 2015-16 has tried to address the huge challenge that the country is facing today. She pointed out that in India today 65 per cent of the population is below the age of 35 years; hence it is a big challenge for the government to create employment opportunities for the young people.

The first speaker Prof NC Roy highlighted the sources of revenue and heads of expenditure and talked about the seriousness of the problem posed by the continuing revenue deficit. A legal framework was erected through the enactment of fiscal responsibilities and budget management in 2003, which required the Government of India to create a fiscal condition enabling it to reduce the revenue deficit gradually to zero. But the Government could not manage to achieve it. He further pointed out that the budget shows an improvement in raising the capital expenditure and keeping the growth of revenue expenditure low.

Prof Amitava Mitra highlighted the aspects of the budget covering the incentives to savings and the governments’ allocation to higher education. He pointed that the highly encouraging aspect of the budget, is the bringing out of the tax net, the medical insurance premium and medical expenditure. However he said that allocation to higher education should have been higher.

Dr. M. Lama discussed the different types of tax and how the taxes were insufficient to meet the spending needs of the Government. He pointed out that allocation to primary education has not been enhanced as expected by many.

Prasenjeet Bujar Baruah presented the highlights of the Railway budget. He said that modesty along with the balanced allocation characterized the Budget. He further pointed out that expansion of train services to different states of the North East is indeed encouraging.

Curfew continues in Dimapur, high alert in Assam

NEW DELHI, Mar 7: Curfew continues to be in place in Nagaland's Dimapur after a mob dragged an alleged rapist out of jail, beat him to death and hung his body from a clock tower. Security has been tightened on the border between Nagaland and Assam, after the Centre issued a high alert in the two states. The Nagaland government has ordered a judicial inquiry into the incident and has suspended three officials. The Union Home Ministry has sought a report from the Nagaland government on the incident. The Army has been placed on standby in Nagaland and Assam to deal with any possible increase in tensions, with the funeral of the rape-accused man set to take place today in Dimapur. The Nagaland government has also sought the assistance of paramilitary forces to maintain law and order in the area.

One person, alleged to have been part of the mob that lynched the man, has died of injuries sustained in police firing, and five others have been injured. The police action had come in a bid to control the situation when a mob of almost 10,000 people broke into the prison and dragged the alleged rapist out on Thursday afternoon. Syed Sarif Uddin Khan had been accused of raping a Naga woman, and was in judicial custody when the incident took place. Around 20 people have been arrested so far in connection to the lynching.

The Nagaland government meanwhile has suspended three officials - Dimapur District Collector, Superintendent of Police and the Jailor of the Dimapur Central Prison - for their failure to control the situation. The decision had been taken at a meeting of the state cabinet on Friday.

The lynching has also been condemned in Assam, by Chief Minister Tarun Gogoi, while the opposition All India United Democratic Front (AIUDF) has demanded a CBI probe.

In a statement in the state Assembly, the government today said that the safety and security of people from Assam residing in Nagaland, along with their properties, is a priority of the Assam government which is taking all measures to ensure it. "Our Chief Minister Tarun Gogoi has spoken to his Nagaland counterpart T R Zeliang for ensuring safety and security of people from Assam residing in Dimapur and other parts of that state. The Nagaland CM has assured that all steps are being taken," said the statement read out by minister Rockybul Hussain on behalf of Gogoi. Meanwhile, Gogoi said that the security at Dimapur Central Jail was under central security forces who "failed" to stop the jail-break and lynching of the rape accused.

"It is the Centre who is responsible for ensuring the security of the inmates," the Chief Minister said in Guwahati.

Syed Farid Khan had been arrested on suspicion of raping a woman in Dimapur on February 24 and remanded to judicial custody in Dimapur Central Jail the following day.
